Telepathy and on and on

Hey, Matt if memory serves you said something way back when in joes. I think it was about Telepaths being able to spend an XP a week to increase their TE pool by 1. Now this is something that Pinkie would want to do (but not before she's finished gaining those psi batteries) but I know at least one potenial player has built a dedicated psychic and despite already having insane TE would probably like this. So am I misremembering this, if not how does it fit in with the current downtime mechanic?

Once per week you may spend one XP (earned during a mission) to increase your total TE by 1 TE.
