I have just briefly read through Cities of Gold in PDF format and at the moment I am saying that none of it is canon. I may allow bits of it to filter in later, but for now it will not affect the game.

as only a small part of the book is allowed would it be possible for someone with the PDF to post the information we are allowed so that everyone can benefit from the new additions to the setting, like you do with homebrew things?

What about the vehicle upgrades (Pages 82-84)

Specifically, I'm interested in the tyre spikes, the licence plate switcher and the parachute.

The vehicle upgrades can be considered canon, though with the following changes:

Electric Diffuser - This only stops galvanic weapons, not EMP weapons as stated in the text
Remote control system - Driving skill is still used to drive the vehicle, but you may get penalties or bonuses based on your computer skill and equipment.

More changes may be forthcoming based on how things perform.

I've been reading though cities of gold recently. I will refrain from comment on the fluff but I don't see any reason to disallow the cybernetics, starting on page 85. The V.K cybernetics seem like a sensible addition to the world as they are non-combat cybernetics of the sort that would exist in setting. It's good to see some new A.I. protocols from Anascan, although the lie detecting one seems superfluous, and the Gemini gland plants would be very useful now that we have carrying capacity limitations as they would allow drugs to be stored internally at the cost of downtime actions.

Could these be looked at and their Cannon-osity determined please?

Technically yes. Hidden weapons may not be picked up by casual inspection.

Canon-osity of Cities of Gold Empty Cybernetics

The V.K Eurotronics cybernetics range (pages 85-86) can be considered canon.
The Anascan cybernetics (page 86) can be considered canon.
The Gemini Glandplants (page 87) will not all be available to the public. The large & universal glands will only be available to agents of Gemini. Regular agents can purchase small and medium glandplants for specific drugs they are licensed for and the haemavine glandplant. An agent can have up to three different types of glandplant installed. Multiple glands for the same drug cannot be installed.

Can the Master of Disguise training (p38 in the PDF) be canon? If you want to tweak it that's fine, but I really want to play a character built around it since Cobra doesn't really work on Oracle missions and it's killing my desire to play...

Canon-osity of Cities of Gold Empty Tweak to the Teleportation Bionet

The Teleportation Bio Net is a cybernetic found on page 76. It will be changed slightly to the following:

Teleportation Bio Net
Complex Surgery, 10 hours
Cost: 5,000
This cybernetic is a weave of metal that is very easy for a teleporter's scanning system to detect and target. When someone is equipped with this cybernetic they are much more unlikely to suffer from a catastrophic teleportation error. The exact system mechanics of the cybernetic are mysterious and are not revealed to the players.
